Smart Village Conclave
People are migrating from villages seeking an improved quality of life, good education, healthcare, electricity, Internet, entertainment options, etc. As this migration poses several challenges, there is need to create smart villages. As a measure, the Prime Minister launched the Shyama Prasad Mukherji Rurban Mission (SPMRM) in February 2016 aimed at making villages smart and growth centres of the nation, and said: "The government aims to combine the spirit of villages and the facilities of cities."
The mission aims to spur social, economic and infrastructure development in rural areas by developing a cluster of 300 Smart Villages over the next 3 years across the country in the first phase. More clusters will be identified depending upon the progress of the scheme. This mission is to be implemented by Ministry of Rural Development, and the estimated mission budget will be around Rs. 5,142 crore for the period 2015-16 to 2019-20.
“Today, the rurban mission is being initiated. Some people say if there can be a smart city, then why not a smart village? This mission is towards making villages smart. Rurban is when the city meets the village. Development should be such which has the soul of the village, but the facilities of an urban city,” the prime minister said while launching the scheme.
The 2011 census shows the inequalities in basic amenities between rural and urban India as follows:
- Population: India’s rural population is 833 million, which is almost 68% of the total population
- Electricity: 55% of rural households have electricity, against 93% of urban households
- Piped water: 35% for rural households have access to piped water connections, versus 71% of urban households
- Toilets: 31% of rural households have access to toilets, against 81% of urban households.
The major outcomes envisaged are as follows:
- Bridge the rural urban divide (economic, technological and those related to facilities and services)
- Spread development in the region
- Attract investment into rural areas
- Stimulate local economic development (an emphasis on reducing rural poverty and unemployment)
Smart villages would be well-delineated areas with a layout prepared following the planning norms that would be duly notified by the states and union territories.
For the selection of clusters, the ministry is looking at factors like demography, economy, tourism, pilgrimage significance and transportation corridor impact.
To ensure a standard of development, 14 components have been included in a list of parameters:
- Skill development training linked to economic activities,
- Agro-processing, Agri Services, storage and warehousing,
- Fully equipped mobile health units
- Upgrading school infrastructure
- Sanitation
- Provision of piped water supply
- Solid and liquid waste management
- Village streets and drains
- Streetlights
- Village road connectivity
- Public transport
- LPG gas connections
- Digital literacy
- Electronic delivery of citizen centric services
Objectives and Vision
- Stimulate local economic development, improve basic services and create well planned Rurban clusters
- Enable cluster based development with a “rural soul and urban amenities” along with focus on equity and inclusiveness
